Don, Peter,

A cruise ship going directly to the Philippines just isn't going to happen.
On the other hand, some very expensive "world cruise" ships would probably
stop at Manila.

I would still suggest that Peter explore the world of "freighter travel,"
which used to be used by shipping companies to add some revenue to their
trips. It's not cheap, and unexpected delays and stops are common, but some
of the freighters have very satisfying accommodations for a few pasengers.

As Don mentioned this thread has come up before, I think it was 4 to 6 years ago actually. On that thread from long ago I remember some folks talking about purchasing a cabin on a cargo ship. As I recall more than one poster knew of this option. It is more expensive than flying but if ur an adventurer...

[LinP3] Re: Obtaining 13a Visa in USA - Arrival Questions

Patrick,

Processing your ACR card in Manila takes about hour or 2. When you
arrive here with your 13a there is still some processing to do, so it
may be quicker for you to fly into Manila, do the processing & ACR,
then fly to Cebu. The ACR i-card takes 3-4 weeks to be released.

Yep, it's possible, and it would probably be as a passenger on a freighter.
You would most likely pay more than by air, and it could take a long time,
as there would probably be stops in between.
