A cruise ship going directly to the Philippines just isn't going to happen.
On the other hand, some very expensive "world cruise" ships would probably
stop at Manila.
I would still suggest that Peter explore the world of "freighter travel,"
which used to be used by shipping companies to add some revenue to their
trips. It's not cheap, and unexpected delays and stops are common, but some
of the freighters have very satisfying accommodations for a few pasengers.
