LACK of TRANSPARENCY is the natural course for a corrupt institution or society.
You see it everywhere in the Philippines if you really want to look intelligently. Even laws vital to the lives and daily businesses of it's citizenry are very difficult to research and find clarifications on if you can even find the answers at all.
Have you read the constitution of the Philippines. It's a very verbose document but in close examination it does not strongly stand for anything by itself. Too many things depend on what is "as provided for by law" as if it's saying it's not really the supreme law of the land. It's like water in a container - its shape depends too much on the container it is contained.
No wonder, even it's legislators and lawyers cannot agree well on what is constitutional.
Confusion in the Customs laws and regulations of the Philippines is just a manifestation of a bigger problem the system is under.

I previously searched for a listing such as they have for the US;
where they list items (such as china, pearl jewelry, etc.) and give
the percentage of customs that will be charged.
I was never able to find that type information; on several Philippine
sites I searched. I did find that Philippines customs seem to be
ruled by an ASEAN Agreement that seems to boil down to the fact that
what you pay/paid for an item has nothing to do with what 'Customs'
charges will be assessed. It even stated that they could use the local
price as being the 'cost' that they will use to compute the customs
charges.
If I didn't mess up my computations; it appears that you are paying
20% customs fee. - Be happy it isn't a car you shipped to here; since
I understand (from member's posts) that they usually pay 100%. :-)
BTW: I'll remake the same request I made in my previous response. IF
anyone can find such a listing I would certainly appreciate knowing
it's URL/Site.
