The last time I visited the States, my drivers license from my state
of residence had expired. However, I did have a valid drivers
license from the Philippines.

I had no problem renting a car on arrival with the Filipino drivers
license and I used that until I renewed my drivers license in the
states.

The only problem it caused is when I renewed my drivers license in
the stats, I was required to take the written test, eye exam and the
road test.

When visiting Italy, I also rented a car using the Filipino drivers
license.
