[LinP3] Obtaining Non-Quota Immigrant Visa )13-A)

My wife and I are planning to move to Philippines to retire. She is a
Citizen of the Philippine, We already own a house in the Philippines,my
questions are how do i go about obtaining the documents to stay there
legally. Is it possible to file for Non-Quota Immigrant Visa when you
are there on tourist visa or as spouse of a Philippine Citizen. What
would be the cost I would expect to pay.
