I am not sure of the technical term but my Philippine driver's
license is plasticized (?) like my Canadian and Virginia driver's
licenses.

As a side note the BPI uses the term "laminated".

You're right about never, it does depend on which foreign country
you are talking about. However, according to Philippine law, when a
country is one of the 190+ countries that are included in this
protocol you are NEVER legally required to write the test for
conversion and if one knows the law, is concerned about it, and
talks to the head guy one would not have to write the test if one
had a license from one of the 190+ countries who are covered by this
protocol. The US and Canada are among the countries included in this
protocol but as of Sept 1, 2007 the UK is not.
