Have you searched some of the online newspaper archives? Do they go
back that far? There might be something there.
Or something from the British Embassy that indicates where he lived.
They might have some records on the case, that might be able to be
discovered through a Freedom of Information Act (or the UK
equivalent) request, or even a simple request to the embassy.
Undoubtedly there would some staff around, Filipino most likely, who
might remember the case and where he was from, allowing you to chase
down the relatives.
Depending upon what he did here there might be some business or
social groups - such as the British or European Chamber of Commerce -
who might remember something.
Would the National Statistics Office have information about the
daughters? If you could find the wife's home barangay, assuming she
is Filipino, you most likely would find some relatives who know
something. Maybe the Barangay Captain would know something
