Lots of people have brought their pets. If you search the archives on
"Pets" you'll find examples both ways. The RP government has a web
site somewhere with complete instructions.

Generally:

1. If you follow the procedures perfectly and your paper work is
perfect many people have brought in pets with no problems and minimum
expense.

2. If there are any flaws in your procedure or paper work you have to
remember that money is the only cure for anything here and the amount
will be limited only by what the officials you deal with think they
can get from you. In general the closer to Manila you are the more
expensive it will be. The more expensive or exotic the pet the more
expensive it will be.

3. The airplanes and shipping containers are frequently left in the
sun without air conditioning for long periods and as I recall there is
one case reported in the archives of a pet being delivered dead and
several cases of the pet being in severe heat stress or dehydration.

4. My local vet, who also happens to be the official vet for the
province, says that her experience is that at least half of all pets
imported into this country die within the first year. No resistance
to nasty tropical germs.

So weigh your odds and flip a coin. It broke my heart to leave my old
Schnauser with my ex-wife. On the other hand the mini-Pinscher I got
here is the most perfect dog I've ever had.
