I am in the same position as you, but am a brit moving there with my
Filipino wife next month. to answer your question, you can get a 13a
visa in advance of you going there, in other words, in the usa for you
at the Philippine consulate (chek their web site) i was going to do
this BUT i got no response from them (no reply to e mail or phone
message, this was in london) so, decided to go through the process in
davao, where the immigration is accessible for me.
I will get a balikbayan 1 year visa first and apply for the 13a visa
during that year, it seems the easiest to me and may be for you
