Conversion is the procedure to do all that. You dont have to pay the fixer that high, just make a photocopy of your drivers licence here in U.S., passport and drug test which you see lots of them around LTO office. I think Patriot is very right on fees, 600P in LTO to process your licence and 50P for drug test. After we did all that, LTO gave us the temporary (paper) drivers license which is already acceptable to drive around for both motorcycle and private vehicle. They told us to wait for the laminated license be claim in 5 months. We are back here in U.S., my sister has to mail us the laminated ones to us this week, we took ours last August of 2007 during our grand vacation. Eventhough, we are not using it here in U.S. but my husband is very excited for it as a souvenier and can still be used again for our next vacation.
To Europeans, be aware that they have extra requirements. They have to ask a translations of your passport and drivers license which is notarized from your embassy or consulate. Just be prepare of that so you wont be dissapponted when time to get yours.
Please be aware of fixer too, you might be experiencing a fake one. You pay that high but then your license is not registered in main office. I have a cousin was a victim of it. You better have patience in long line, i know it is unpleasant to you guys, but thats the only way to get it right. Remember you chose to stay in third world.

I have some bads news for you. You will always need your wife to
bargain for you as the price goes up as soon as they see your eyes.
Also I payed 600P for my perminant license and 50P for the drug and
eye test. You got taken for a ride and will continue to do so until
you understand this country. I have my wife get a price on
everything and then I show up to make the purchase. If I don't I pay
bigs bucks for everything. Don't use fixers as they are very
expensive. Good luck.Your wife should be telling you what you need
to do to get your license. We didn't need most of the things that
you are getting.
