I am sorry for this delay in my comment.. I just finished building my own native style house (without a contractor) in Amlan, (22 kilometers outside of DGTE), and paid Zip -Nada - Nothing, as in 'Wala' to Noreco 2, our electrical company, for the inspection of the meter connection.
Yes, there were other fees leived by the electric comapny, such as a fee for each outlet, etc.which were included in the required deposit, also there were fees charged by the municipal government.. however, none were for any 'inspection" of the meter connection.
A decent GE meter should cost under 2,000 Php.
The issue here we all need to remember is it seems every island, or province, or even municipal area may have diffeent requiements than your own.
Personaly, IMHO, I feel that perhaps you'r wife's family thinks you have deep pockets. I tell one and all, including "family" I am "Purdoy". (broke).
